Prevention and Response to Suicide Bombing Incidents (PRSBI) Course Description

• Five day, train-the-trainer course format
• Department of Homeland Security's (DHS) Office of State and Local Government Coordination and Preparedness (SLGCP) (formerly the Office for Domestic Preparedness) sponsored
• Provides the knowledge and skill for development of policies, procedures, training and operational capabilities to deter, prevent, interdict, respond to, and mitigate the effects of a suicide bombing
• Participants must be senior level decision makers in state and local police, fire, emergency medical services, and emergency management operations
• Course methodology includes classroom presentations, field laboratories, and practical exercises

1. Defining the Suicide Bombing Threat provides an historic overview of suicide bombing, characteristics of a suicide bomber, and how emergency organizations can disrupt a terrorist's ability to carry out a suicide bombing.
2. Infrastructure Protection, Risk Management, and Critical Asset Assessment identifies the importance and relationship of conducting these assessments within a jurisdiction.
3. Basic Explosives and Characteristics focuses on the energetic materials utilized by suicide bombers. Basic terms, concepts, and explosive characteristics are discussed in preparation for the field laboratories.
4. Case Study analyzes course concepts of actual suicide bombing incidents.
5. Suicide Bombing Devices familiarizes participants with suicide bombing improvised explosive devices (IED) and accessories used in the production or use of IEDs.
6. Legal Issues in the Use of Deadly Force and Racial Profiling provides legal guidelines related to the use of force in the context of suicide bombing events.
7. Threat Assessments gives worksheets that will assist participants in accurately assessing local and regional threat levels. Participants will develop a threat assessment of an adversary known to use suicide bombing as a tactic.
8. Information Collection and Management, Indications, and Warnings will familiarize participants with data relating to techniques and processes for the collection, analysis, management and dissemination of counterterrorist protective information appropriate to their organizations and agencies.
9. Vulnerability Assessments supplies information on the importance of conducting these assessments in order to develop scaled countermeasures appropriate to the threat. A practical exercise will be given.
10. Pre-Attack/Imminent Attack Countermeasures, Issues and Responses presents information, techniques, and practical examples of physical, procedural, staffing and operational countermeasures that can be implemented.
11. Risk Analysis gives information on the importance of conducting a risk analysis based on asset, threat, and vulnerability assessments to assist in comparing and selecting effective countermeasures.
12. Post-blast Issues and Responses provides policy guidance as well as experience-based practical knowledge of what to do in the aftermath of a suicide bombing.
